Description:
Update Apache Apex website:
1. Nav bar: add "Powered By Apex" and "Roadmap" between Home and Announcements;
2. Home page: add another "Download" after Github under Apache Apex section of
Home page, same color with existing Download;
3. Docs page: add top navigation tabs linking to each section in this page,
navigation tab includes all section titles in this page;
4. Community page: add top nav bar in Community page, drop down list with all
section titles in this page;
