Description:
Update Apache Apex website:
1. Nav bar: add "Powered By Apex" and "Roadmap"; add an anchor Contributing and
a link to Newest Apex Questions on Stack Overflow under Community;
2. Home page: add another "Download" after Github under Apache Apex section;
3. Docs page: add top navigation tabs linking to each section in this page,
navigation tab includes all section titles in this page

4. Community page: add top nav bar in Community page, drop down list with all
section titles in this page;
