I'm not sure what you're meaning with "lack of commitment to compatibility", 
but this cannot refer to OOo API incompatible changes: OOo's API is so 
mummyfied,  that I find it a very unique case compared to other FOSS project's 
API. (may be "lack of commitment to compatibility" means that changes in the 
implementation break exisitn API?)

Anyway, if by "lack of commitment to compatibility" you mean that you don't 
want any API change at all, it seems then that you missed the discussion at

For what I understood, there is a general agreement to allow incompatible API 
changes.
