Because nobody added it? (It would be apr_brigade_save). I'm actually more concerned with adding an apr_brigade_consume; it's used in the ssl stack already. The fact is that some folks reading a brigade will simply consume the buckets contained within, and it's sub-optimal to leave them lying about.
