Well, I gave a look again into the patch and I think it should work because in reality the win32 port was already existing but not for msys, that's why the patch mostly touches the configure scripts... since you are not giving much details except your surprise, I can guess you are not able to apply a patch correctly or the content of patched files changed in a manner that they could not be updated directly (a newer patch made on current trunk would be required in that case).
I'm not a developer of APR so I have not title to speak but seriously, you should avoid comments like this one: people may think you are just trying to make a flame war and they will ignore you and perhaps the patch too (sad...)
