There are no optional build dependencies in the spec file for apr-util, they 
are all required for the build. Once the build is complete, you get a set of 
optional packages, each with dependencies appropriately defined (rpmbuild works 
this out for you automatically).

rpmbuild includes a sanity check that ensures all the required build 
dependencies are installed prior to the build, assuming you've told rpmbuild 
what those dependencies are. Those definitions seem to be present in this case.
