There are no optional build dependencies in the spec file for apr-util, they are all required for the build. Once the build is complete, you get a set of optional packages, each with dependencies appropriately defined (rpmbuild works this out for you automatically). rpmbuild includes a sanity check that ensures all the required build dependencies are installed prior to the build, assuming you've told rpmbuild what those dependencies are.
