I just ploughed through approximately a bazillion files which had their copyright year updated even though they haven't been revised this year. The copyright law that I'm familiar with is based on the date the text (code) is authored or revised (and just changing the copyright statement wouldn't count as a revision).
Are there countries where we must change the copyright statements every year even if the module didn't change? If it's mandatory that we do this, can we schedule it for early January of every year or, probably better, in the quiet period immediately after we do the first release of the year? That might be less disruptive (and would save us the manual work of updating the headers for the files that we do revise).
