I created the new role to do this but I found out there is a problem with
the Tigris infrastructure that makes it impossible for a person that is not
a committer in the main trunk to branch files from there. I am expecting
some response from the Tigris maintainers on a solution.
We can still work like this but a Developer needs to do the branching so it
isn't as smooth as I want it to be. For that reason I removed the role from
being requestable again.
