I've not taken part in this discussion, but looking through, it might be worth throwing in my 2p:

User Forum
+1 from me. A web based forum is far better than a users mailing list these days, the main benefits I see are ease of search/navigation, ability for users to 'lurk' without needing to sign up, less worry about email spam, and also that people are just far more familiar with the format. Die-hard mailing-listers can always subscribe to the notification emails.

User Wiki
+0.5 from me. Wikis are good. The ability for so many people to contribute is excellent. However, I don't think we should see them as a substitute for solid help and documentation. In my experience, a user wiki can have inconsistent weighting and quality, and can end up a bit of a scrawling mess (e.g. http://nsis.sourceforge.net/Category:Tutorials). For something with isolated topics like a FAQ they are excellent; for something that needs to hang together with an overall story, they are not so good. In my opinion, wikis tend to get bigger over time without necessarily getting any better. In my own application usage, I tend to see the built-in help as the definitive reference, with google/user-wikis to hand only when necessary.

Servers/Hosting
We should see what the tigris upgrade does for us before considering a big move. I can't see how any new features over and above even the present tigris set-up would warrant the disruption caused by moving elsewhere.
