I guess the Tigris site is down for upgrading.
When you receive this, it is probably up and running again to process the
mailing list mails!
My plan, after the Tigris upgrade, is the following:
* Enable the wiki (by changing project_tools.html) (this will be done
quickly)
* Move the entire Cookbook into the wiki and remove it from the source,
nightly builds etc. (the copying will take some time).
