I haven't got the code available to me right now but from what I recall the GUI calls the model subsystem to query what elements types to add to the submenu CreateModelElement in the explorer context menu.
If the model subsystem needs to include more in that list then simply correct that. I guess there will be no work required in the explorer GUI itself (other than displaying the TemplateParameter if its now already shown).
