This may be what Luis was saying, but just to be super explict about it:

No, that's incorrect.  An xmi.id only needs to be unique *within* its
XMI file (and MDR will complain loudly if it's not, so you'll know
right away).  Having two profiles with duplicate xmi.id's is fine from
the point of view of UML and MDR.  There may value from a human and/or
traceability perspective in having all xmi.id's be globally unique,
but it's not something that is required.
