Hello Shane!

As Tom implied, nowadays the releases are built from several projects and
not only the argouml project. The release is controlled from scripts in the
argoumlinstaller project. The projects involved are currently:
    argouml \
    argouml-cpp \
    argouml-csharp \
    argouml-idl \
    argouml-java \
    argouml-php \
    argouml-sql \
    \
    argouml-de argouml-es argouml-en-gb argouml-fr argouml-it argouml-nb \
    argouml-pt argouml-pt-br \
    argouml-ru \
    argouml-i18n-zh \
    \
    argouml-documentation

So, at some point in the past (could be what you have detected), the release
building part of the controlling files was moved out of the argouml project
into the argoumlinstaller project and the source was also split over several
files.
