As far as I can tell you were adding blueprint-0.4 to the other JIRA's
I had done in blueprint and had not
removed the 0.4, so I'm making sure this one is consistent.

Why do you want a blueprint-0.4 release? What timeframe? Why do you
plan to do with it without other modules?
Shouldn't this wait while we finish the discussions that have been
going on about how we do releases?
