During incubation (i.e. when we first talked about the svn layout) we
had this discussion about the release process.  We agreed on a release
per-component cycle (though we are revisiting that discussion now) and
that's why we don't have a unique build in trunk, but each component
is build and released separatly.  On the past releases, we have mostly
released everything in one go (for 0.1, 0.2 and 0.3) with a single bug
fix release for application 0.2.1.  When I say "in one ago", there was
a single vote, but several releases each time.  You can see all the
releases in http://svn.apache.org/repos/asf/aries/tags/.

We were/are already inconsistent with JIRA as each release (i.e. svn
tag) should imho have a related release in JIRA in order to keep track
of the changes, so I'm trying to fix that a bit for blueprint, i.e.
not keeping 0.4 (which isn't related to a real release) but use the
component instead.

As for why I'd like a release, it's mostly for ARIES-536 which is a
new feature, so imho should not be put in a micro release.  And I
don't really see why I would have to release all other components
here.
