The absence of the root subsystem's region context bundle typically indicates
that the subsystem bundle did not activate. This, in turn, typically indicates
that not all of the required services are available, which are the Resolver,
RegionDigraph, and Coordinator. In those cases where the context bundle is not
present, were all required services registered with the framework?
