Re 1) yes I've already created FELIX-5049 for this.
Re 2) this is not possible since the osgi.cmpn R5 bundle has already been
released and cannot be changed, however the R6 enterprise and compendium
bundles which were released earlier this year are indeed non-resolvable at
runtime.
