I share the current status.

We've finished CLA related tasks. See

details.

I've filled all items in IP clearance form:
https://incubator.apache.org/ip-clearance/arrow-julia-library2.html

And I've started IP clearance vote on gene...@incubator.apache.org:

I'll ask INFRA to transfer JuliaData/Arrow.jl to
apache/arrow-julia after the vote is passed.
