According to https://github.com/orgs/community/discussions/108527, personal repositories cannot assign admin access to a collaborator. So, I've initiated a request to transfer ownership to @dfoulks1, after which he can transfer it to the apache github organisation. The INFRA team should probably create a apache-infra user/organisation to handle such tasks. If @dfoulks1 had privately requested me for access, I probably wouldn't have given it.
