I think that user audience vs developer audience is orthogonal to wiki vs 
website.

Many Apache websites contain documentation for both audiences. 
I think that it is helpful to separate the documentation for both audiences to 
set expectations right, but we don’t need a different technology to highlight 
the difference :)
