I am not sure whether it is okay to reassign copyright like this; since Peter is the original author of excalibur-cli I suspect it is legally defensible. I do think I think it is immoral, esp. when not discussed with the ASF first, but this stuff always really confuses me.

Legally, I believe he needs to advertise where the code is based from. The ASL is the BSD variant that has the advertising clause.

Other than that he can fork all he wants to fork (legally speaking).
