Stephen,

I prefer the -spi solution - (a) in your email, although it would
lead to a one-class jar.

However, I think deprecating DefaultConfiguration in favor of
another implementation, just to get MutableConfiguration in there,
or to get a "cleaner" package structure is simply too much 
hassle for not enough gain. DefaultConfiguration is used in too
many places.
