There has been some discussion of setting one up, strictly for project postings such as news. In fact, there are already two running. One for the WS project (http://ws.apache.org/blog/), and POI News (http://nagoya.apache.org/poi/news). PyBlosxom (http://wiki.subtlehints.net/moin/PyBlosxom) seems to be the favored choice for a blog. It is written in python; the other two are Perl and Java cousins.
