To be precise, this it not true. Theoretically,
Avalon blog can be hosted in apache.org namespace.
(e.g. Apache Web Services Blog --
http://ws.apache.org/blog/ - download "ws-site" module),
if you want.

BTW,
I've set up a "Apache News Blog" which all the apache TLP
can participate. - http://www.apachenews.org/
Tentative Avalon News Archive can be found from here:
http://www.apachenews.org/archives/cat_apache_avalon.html

This is *not* 'official' apache.org site, though - just
"Tetsuya's Project :)" right now. I am thinking of the
"Federative" news blog system. Experimenting for a while.
