The purpose of this vote is to call for the formal recommendation by the
Avalon PMC of the proposed Merlin TLP resolution to ASF Board of Directors.

I do not believe that Merlin represents how an ASF project should be born and governed. To promote Merlin to its own TLP would set a poor example, and in my opinion, validate the negative affects that Merlin's ascendance had upon the Avalon community.
