[PMC:VOTE] Merlin TLP recommendation

The following members of the Avalon Project have establish a draft
resolution [1] intended for submission to the Apache Board of Directors
for the 19 May meeting.

    Andreas Oberhack
    Timothy Bennett
    J Aaron Farr
The proposal calls for the establishment of the Merlin TLP [2] - charged
with the creation and maintenance of an open-source software platform
supporting secure component publication, discovery, composition,
deployment, and management, for distribution at no charge to the public.
The purpose of this vote is to call for the formal recommendation by the
Avalon PMC of the proposed Merlin TLP resolution to ASF Board of Directors.
