Yes. It is run on the full source tree by the top-level 'dist' target before
building the source tarball. It only lives in Java's build.xml for historic
reasons, and because it shared some logic (ivy stuff mostly) with Java-specific
targets. If it's the only target remaining then it should probably move to the
top-level.
