Presuming we store the scale with [standard Avro 
primitives|http://avro.apache.org/docs/current/spec.html#binary_encode_primitive],
 there is no byte type. And if the values are normally in the range of byte, 
then we'll save on some space with the normal variable length zig-zag encoding.
