I added a link to my current branch. I've updated the maven project to use the
Apache RAT plugin (rather than calling Ant) and went through all of the
unknowns to re-create the exclusion list. Where I found licenses missing from
the LICENSE.txt file, I've added them.
I also found the [license for NUnit|http://nunit.org/nuget/license.html]
(binary included for C#) that required attribution and updated the NOTICE.txt
file.
There are 2 outstanding files, the doxygen configuration files in C++ and C#,
for which I've opened LEGAL-224. After those are addressed, I think the source
tree will be ready. We will then need to look at the build artifacts to ensure
they include appropriate license and notice files.
