I've updated the LICENSE and NOTICE files included in the Java binary
artifacts. I think those are now correct and only the avro-compiler and
avro-tools needed special LICENSE files. The remaining work for Java is to fix
the avro-tools sources and javadoc artifacts, which will currently pick up the
LICENSE for the shaded artifact (The fix is similar to HBASE-14251).
