[https://github.com/apache/avro/pull/1082] added support for parsing and
matching *fixed* decimal logical types
[https://github.com/apache/avro/pull/1102] adds support for validating *bytes*
decimal logical types
Similar validation should be added for fixed decimal logical types, while also
checking the size of the fixed type.
