[https://github.com/apache/avro/pull/1082] added support for parsing and
matching fixed decimal logical types
[https://github.com/apache/avro/pull/1102] corrects the support for
encoding/decoding *bytes* decimal logical types
The encoding/decoding logic should be extended to fixed decimals.
