I think the easiest way to get the functionality is to use java-cloudant to 
make the HTTP requests. It has a built-in interceptor that can be configured to 
replay the 429 requests at an exponentially increasing delay. We should 
refactor to use java-cloudant anyway since we would also benefit from other 
useful things like using cookie authentication. [~romeokienzler] perhaps it 
just makes sense for you to continue using your workaround until we can do that 
refactor then we'll just get the response handling behaviour for free.
