New JIRA component for GCP Quota issues: gcp-quota

Hi all,

Rafael has volunteered to be the point of contact for resolving GCP Quota
issues. I've created a JIRA component gcp-quota where he'll be
auto-assigned issues. FYI, that's where to send them. And thank, Rafael!
