OK it makes sense then even if I don't see any value (svn or git will use
scm-publish maven plugin).
The jira looks weird to me as Max asked to populate the git with svn: we can
start with empty git and publish with the plugin.

ASF infra now offer Git pubsub to support website source code [1]
I think this is what Max was trying to enable so instead of using svn for
website it will be using Git that also allow pubsub to publish it.
