Yes, correct. And in addition, if this was within a
<netui:scriptContainer generateIdScope="true">
...
</netui:scriptContainer>

the id would be scoped, so rendered like...

<div id="n0.foo">...</div>

along with the JavaScript to map the rendered <div> into the
netui_names / netui_tagIdNameMap.
