Here's what I was envisioning: I'm typing along, I type in some quoted
text, and I click on the "Insert" menu and select "Citation".  I can
either select from a list of recent works, click a button to search a
database for the work, or enter a new work.  If I enter the new work,
I should be able to enter incomplete data.  Thus, right at this point,
I just want the author's name and year of publication, because that's
enough for me to know which work to fill in later.  Hopefully, if I
realize that this work is in the database after I've done this, I can
also replace my custom entry with the authoritative one from the
database.

At the point of inserting the citation, I also enter the page
number(s) of the citation, to be handled by the bibliographic backend
as necessary.

If the inserting of citations is done via drag-and-drop, then there
should be a button to enter a new work.
