It may be worthy for you and certainly for us to contact 
Pierre Martineau pmartino at valdorel dot fnclcc dot fr, who is the
principal maintainer of bibus <http://bibus-biblio.sourceforge.net>, which
is a bibliographic manager (written in Python) primarily oriented towards
supporting OpenOffice.org. It has RIS import so either you can learn from
him, he can learn from you, or you can just share code together and make it
better for advancement of humanity :-).
