I may be able to help on the development of this but my time is quite limited.

What I would suggest to help any newcomer is to provide an example of what the 
XML in the contents.xml file would look like, highlighting the bib:citation, 
bib:biblioref, bib:citation-source and other relevant elements. 

Also a pointer form the Sun developer to something quite similar which has 
already been coded would help the developer to use it as a "template" to get 
them started.
