Yes.
It's worth noting, however, that this specific functionality (copying
text fragments and keeping citation data) would likely not be happening
between ODF based documents, but rather from PDF (say journal articles)
source.
So there'd have to be some agreement on interoperability between Adobe
and the TC. It's worth noting, however, that Adobe initiated the
metadata discussion for precisely this reason. There is some concern
about the technical details of Adobe's solution though.
