Thanks @Sean for filing this issue. I believe having a consistent mechanism for
controlling and modifying the system classpath across projects like Sqoop2 and
Oozie will greatly facilitate the adoption and ease of management of such
systems.
To that effect, I propose that these modifications be done via
catalina.properties exclusively and where necessary things be parameterized via
environment variables. Using this configuration file for Tomcat makes sense
since it has retained compatibility across major releases of Tomcat whereas the
container classpath hierarchy/structures have significantly evolved.
