As Roman pointed out, /usr shall be considered as immutable.
Also people may want to tweak these templates. /usr/lib would be a bad place 
for people to edit files. Therefore, I would rather have these template in /etc.

Also this is not the first time I see a ticket about having templates, be it in 
builds or deployments. Would it be helpful if we start thinking about using a 
common templating engine for most of our use cases?
