I ran the smoke test in the following environment, an error occurred in 
{{TestDFSAdmin#testDFSsafemode()}} and {{TestDFSAdmin#testDFSstorage()}}.

```
Hadoop version: 3 alpha1
3 NameNodes, 9 DataNodes
NameNode HA: enabled
```

I investigated a cause and found that it was different that the output result 
of some commands expected it.
When HA was enabled, those commands seem to change the output result of the 
command.
