I ran the smoke test in the following environment, an error occurred in 
{{TestHDFSQuota#testInputValues()}}.

I investigated the cause and it turned out that it was due to specification 
change of the input value verification of the {{hadoop dfsadmin 
-setSpaceQuota}} in Hadoop 2.8 or later version.
Specification change was made at 
[HDFS-10242|https://issues.apache.org/jira/browse/HDFS-10242].
