BIGTOP-2739: refresh juju bundles with latest charm revs

- add machine constraints back to workaround [juju
bug](https://bugs.launchpad.net/juju/+bug/1676986)
- use new ganglia charm revs
- use latest ~bigdata-charmers charm revs
