I tried to uninstall all Vagrant plugins and re-install only vagrant-vbguest, and came across the same problem as yours. It seems a problem about CentOS release process, rather than vagrant-vbguest or Vagrant provisioner itself. Enabling 7.8 repositories in /etc/yum.repos.d/CentOS-Vault.repo inside VM resolved this issue, following this comment. https://github.com/dotless-de/vagrant-vbguest/issues/311#issuecomment-733202667
