All the component rpm's creation[1] will be happening through bigtop only right
which is used for Ambari cluster deployment.?
Ambari is not creating any rpm's right.

We can have as separate module , So, whoever uses[1] they can change *-select
accordingly.

If it is the tool to switch distribution to Bigtop and
does not care about other distributions,
hosting it in Bigtop as bigtop-select would make sense.
If the tool need to care about distribution other than Bigtop,
    it should be under Ambari.
