global WikiFormatting page (as direct link on wiki edit page) and

- system wiki upgrade will be complex and error-prone procedure.

For these situations I would probably only attempt to keep the global
wiki up to date but provide disambiguation pages so that it is
relatively clear when the user might have been referring to a different
version of any page.
