Yes, I think we are all in agreement that we want to lower barriers as
far as we can. We'll need to get some experience of how gitbox works but
I would expect that Apache will have made it as easy for pull requests
from github to work nicely. If that is not the case we'll find a way to
make something like that work.

I suppose ideally gitbox might provide some means to deal with the ICLA
issue to reduce the burden of checking when it is not necessary.
