**Caution**: Bundles installed via this mechanism are not persisted so
there will be errors until bundles are installed into any new environment.
This is deliberate, I'm trying to do smaller PRs! It shouldn't be too hard to
fix but @m4rkmckenna @hzbarcea is there any magic / OSGi standard mechanisms
for sharing bundles across different containers and ensuring they're installed
by default on new machines?
